Owning an asset is one part of control. A person or organisation also needs the ability and permission to access it, use it and move or change the arrangements around it.
Application
Assess a technology service through data access, portability, operating knowledge, contractual rights and viable alternatives.
Context and limits
Full independence can carry significant cost. The appropriate level of control depends on the risk and value involved.
